ثغرة اللتر الواحد.. كيف استنزفت قرارات محروقات الخزينة لصالح المحطات الخاصة؟

رغم مرور عام على صدور القرار المثير للجدل عن المدير السابق لشركة محروقات، طارق عصفور، لا تزال التساؤلات الحادة تلاحق قانونيته وجدواه الاقتصادية، حيث وُصف القرار بأنه خطوة غير مدروسة منحت أصحاب محطات الوقود الخاصة هوامش ربح خيالية، محولةً لتر الوقود إلى وسيلة للإثراء السريع على حساب المال العام. 

وبموجب هذه الآلية، استأثر أصحاب المحطات بهامش ربح يقدر بنحو 0.035 سنت من الدولار عن كل لتر، ما يعادل تقريباً 420 ليرة سورية، وهي أرقام تبدو صغيرة في ظاهرها لكنها تتحول إلى أرباح صافية طائلة تصل إلى 11 مليون ليرة سورية عن الصهريج الواحد، مما يثير تساؤلاً جوهرياً حول سبب ذهاب هذه الأموال لجيوب القطاع الخاص بدلاً من رفد خزينة الدولة وتقليص العجز. 

وتشير المعطيات إلى أن إصدار مثل هذه القرارات يتجاوز صلاحيات إدارة شركة محروقات منفردة، كونه قراراً سيادياً واقتصادياً يفترض أن يدرس بعناية داخل أروقة اللجنة الاقتصادية في الحكومة، خاصة وأن القرار أغفل مبدأ "المناصفة" المفترض بين الشركة الموردة والمحطات الخاصة.

ويضع الشارع السوري والخبراء الاقتصاديون هذا الملف اليوم أمام طاولة الجهاز المركزي للرقابة المالية، مطالبين بمحاسبة المتسببين في هذا الهدر الذي استمر دون رقيب، بانتظار تحرك رقابي يغلق هذه الثغرة المالية ويقر آلية جديدة تضمن توزيعاً منصفاً للأرباح يعيد للدولة حقها ويخفف الأعباء عن المواطنين.
