Üniversitesi Siyasal Bilgiler Fakültesi Dr. Öğretim Üyesi Ömer Faruk Karaman, Türk Devletleri Teşkilatının Türkistan Zirvesi’nin dijitalleşme, yapay zeka ve bölgesel entegrasyon açısından taşıdığı stratejik önemi​​​​​​​ AA Analiz için kaleme aldı. Türk dünyası, yalnızca ortak dil, tarih ve kültür etrafında şekillenen geniş bir aidiyet alanı değildir, aynı zamanda farklı coğrafyalara dağılmış toplumların yeniden birbirini hatırlama, birbirine yaklaşma ve ortak bir gelecek tasavvuru üretme iradesidir. Orta Asya bozkırlarından Avrupa içlerine uzanan bu geniş hat, uzun süre daha çok kültürel ve manevi bağlarla tanımlandı. Bugün ise bu bağlar, ekonomik, teknolojik ve stratejik projelerle somutlaşıyor. Bu nedenle 15 Mayıs 2026’da Kazakistan’ın ev sahipliğinde Türkistan’da düzenlenen Türk Devletleri Teşkilatı Devlet Başkanları Konseyi Gayriresmi Zirvesi, sembolik anlamının ötesinde yeni bir yön arayışını temsil ediyor. Zirvenin “Yapay Zeka ve Dijital Kalkınma” temasıyla toplanıyor olması, TDT’nin küresel dönüşüm eğilimlerini yakından izlediğini ve Türk devletleri arasında geleceğin rekabet alanlarında ortak pozisyon geliştirme niyeti taşıdığını gösteriyor. Siyasi bakımdan zirvede TDT’nin kurumsal geleceği, bölgesel krizlere ortak yaklaşım, dış aktörlerle ilişkiler, ulaştırma hatlarının güvenliği, siber güvenlik ve stratejik özerklik gibi başlıkların öne çıkması bekleniyor. Teşkilat, Türkiye, Azerbaycan ve Orta Asya hattında esnek fakat giderek kurumsallaşan bir işbirliği modeli inşa etmeye çalışıyor. Bu model, Avrupa Birliği (AB) benzeri bağlayıcı ve derin bir entegrasyon yapısından henüz uzak olsa da son yıllarda ekonomi, ulaştırma, enerji, dijitalleşme ve güvenlik alanlarına yayılan gündem, TDT’nin sembolik birliktelikten işlevsel bir bölgesel platforma yöneldiğini gösteriyor. Bu noktada Macaristan’ın rolü ayrıca önemlidir. Macaristan’ın gözlemci devlet olarak TDT ile artan işbirliği, Budapeşte’deki temsilcilik faaliyetleri, teşkilatın Avrupa’ya açılan diplomatik kapısını güçlendirmektedir. Dijitalleşme, artık yalnızca teknoloji politikası değil ticaretin kolaylaştırılması, gümrük süreçlerinin hızlandırılması, finansal teknolojilerin geliştirilmesi, e-ticaretin yaygınlaştırılması ve lojistik maliyetlerinin düşürülmesi anlamına geliyor. Bu nedenle TDT’nin ekonomik işbirliği gündeminde Orta Koridor, yatırım fonları, KOBİ’ler, ödeme sistemleri, dijital ticaret ve finansal entegrasyon gibi alanlar giderek daha fazla yer tutuyor. Özellikle Hazar Geçişli Doğu-Batı Orta Koridoru, Türk dünyasının jeoekonomik görünürlüğünü artıran stratejik bir hat olarak öne çıkıyor. Bu hattın dijital sistemlerle desteklenmesi, yalnızca malların değil verinin, hizmetlerin ve sermayenin de daha hızlı dolaşmasını sağlayabilir. Bu çerçevede 2024 Bişkek Zirvesi’nde Dijital Ekonomi Ortaklık Anlaşması’nın imzalanması dikkat çekicidir. Aynı zirvede Türk Büyük Dil Modeli’nin geliştirilmesine yönelik mutabakat zaptı, merkez bankaları konseyi, uzay faaliyetleri ve Türk Yeşil Finans Konseyi gibi belgeler de kabul edildi. Bu tablo, TDT’nin dijitalleşmeyi yalnızca teknik bir reform alanı olarak değil ekonomik entegrasyonun yeni dili olarak gördüğünü ortaya koyuyor. Yapay zeka ve dijital kalkınma gündemi, Türk devletleri arasındaki ticaret hacmini büyütebilecek, Orta Koridor’u daha rekabetçi hale getirebilecek ve Türk dünyasını sadece geçiş güzergahı değil, katma değer üreten bir ekonomik alan haline dönüştürebilecek araçlar sunuyor. TDT bünyesinde halihazırda çeşitli ekonomik ve kurumsal mekanizmalar bulunmaktadır. Türk Yatırım Fonu, Türk Ticaret ve Sanayi Odası, Dijital Ekonomi Ortaklık Anlaşması, Merkez Bankaları Konseyi, Türk Yeşil Finans Konseyi, uzay faaliyetleri mutabakatı ve Türk Büyük Dil Modeli çalışmaları, bu mekanizmalar arasında sayılabilir. Bu yapıların ortak özelliği, teşkilatın yalnızca bildiriler yayımlayan bir platform olmaktan çıkıp proje bazlı işbirliğine yönelmesidir. Bu bağlamda Cumhurbaşkanı Recep Tayyip Erdoğan’ın 14 Mayıs 2026’da Astana’da Kazakistan Cumhurbaşkanı Kasım Cömert Tokayev ile yaptığı görüşme de zirve öncesi siyasi atmosfer açısından önemlidir. Görüşmede ticaret, enerji, savunma sanayii, ulaştırma ve küresel meseleler ele alınmış, Cumhurbaşkanı Erdoğan, TDT’yi kurumsal olarak güçlendirme konusunda Tokayev ile mutabık olduklarını ifade etti. Ayrıca iki liderin huzurunda Türkiye ile Kazakistan arasında 13 anlaşma imzalanması, ikili ilişkilerin TDT gündemini besleyen ana kanallardan biri olduğunu göstermektedir. Zirvenin sonucunda TDT, Türk dünyasının dijital omurgasını güçlendirecek ortak veri standartları, dijital gümrük uygulamaları, yapay zeka destekli kamu hizmetleri, fintek çözümleri ve ulaştırma platformları sayesinde Türk devletleri arasındaki ekonomik entegrasyon daha somut hale gelecektir. Bu da Orta Koridor’un rekabet gücünü artırarak Türk dünyasını Çin, Rusya, AB ve Orta Doğu arasında daha görünür bir jeoekonomik aktöre dönüştürebilir. Elbette bu süreç bazı zorluklar da barındırıyor. Ülkelerin dijital altyapıları, mevzuatları, insan kaynağı kapasitesi ve yatırım imkanları aynı düzeyde değil. Veri güvenliği, yapay zeka etiği, siber tehditler ve bürokratik koordinasyon gibi alanlarda uyum ihtiyacı devam ediyor fakat zirvenin önemi tam da burada yatıyor: TDT, farklı kapasitelere sahip devletler arasında ortak hedefler, pilot projeler ve ölçülebilir takvimler oluşturabilirse potansiyelini gerçek etkiye dönüştürebilir. Sonuç olarak TDT’nin bölgesel ve küresel etkinliği artma eğilimindedir ancak bu etkinliğin kalıcı hale gelmesi, ortak tarih ve kültür vurgusunun somut teknoloji, ticaret ve güvenlik projeleriyle desteklenmesine bağlıdır. “Yapay Zeka ve Dijital Kalkınma” Zirvesi, bu açıdan önemli bir test niteliğindedir. Teşkilat, dijital çağın gerektirdiği ortak altyapıları kurabilir, Orta Koridor’u dijital sistemlerle destekleyebilir ve özel sektörü sürece daha fazla dahil edebilirse etkili bir birliktelik sağlama ihtimali güçlenecektir. Bu doğrultuda TDT’nin önümüzdeki dönemde 2026-2030 dönemini kapsayan bir Yapay Zeka Eylem Planı hazırlaması, gümrük-lojistik-veri entegrasyonunu “Türk Dünyası Dijital Koridoru” yaklaşımıyla kurumsallaştırması ve ortak bir yapay zeka fonu üzerinden start-up’ları, üniversiteleri ve araştırma merkezlerini desteklemesi, zirvenin kalıcı etkisini artıracaktır. Böyle bir yönelim, TDT’yi yalnızca kültürel yakınlığı temsil eden bir yapı olmaktan çıkarıp Türk dünyasının dijital geleceğini inşa eden kurucu bir aktöre dönüştürebilir.
