Belçika ile yaşanan gelişmeleri sadece son birkaç günün hareketliliği gibi okumamak gerektiğini anlatan Görgün, şöyle konuştu: "Bugün ortaya çıkan tablo, belli bir süredir devam eden temasların, karşılıklı güvenin ve sahada kendini göstermiş kabiliyetlerin bir sonucu. Belçika çok güçlü bir heyetle Türkiye’ye geldi. Savunmadan havacılığa, teknolojiden sanayiye kadar farklı alanlardan temsilciler var. Bu da bize şunu gösteriyor: Türkiye artık sadece ürünleriyle takip edilen bir ülke değil. Türkiye, birlikte çalışılmak istenen, birlikte üretim yapılmak istenen bir savunma sanayisi ekosistemi haline geldi. Biz de bu ilgiyi tabi ki memnuniyetle karşılıyoruz. Ama şunu da biliyoruz, savunma sanayisinde kalıcı işbirliği sadece iyi niyetle olmaz. Güven olacak, kabiliyet olacak, iki taraf için de anlamlı bir fayda zemini olacak." Görgün, Belçika Savunma Bakanı Theo Francken'in Türk savunma sanayisine yönelik "Türkiye bizden çok ileride, hızlanmamız gerekiyor" gibi ifadelerinin Türkiye’nin geldiği noktanın dışarıdan nasıl görüldüğünü de gösterdiğini vurguladı. Bugün savaşın karakterinin çok hızlı değiştiğine işaret eden Görgün, şunları kaydetti: "İnsansız sistemler, yapay zeka, elektronik harp, anti-dron teknolojileri, hızlı üretim kabiliyeti... Bunların hepsi artık sahada belirleyici hale geldi. Türkiye bu değişimi erken okudu. Biz sadece bir ürün geliştirmedik. Tasarımdan üretime, alt sistemlerden yazılıma, mühimmattan bakım-idameye kadar bütün bir yapıyı kurduk. Belçikalı dostlarımız da bunu görüyor. Baykar’da, TUSAŞ’ta, ASELSAN’da, ROKETSAN’da, HAVELSAN’da ve diğer şirketlerimizde gördükleri şey yalnızca tek tek ürünler değil. Orada ciddi bir mühendislik birikimi, üretim disiplini, saha tecrübesi ve hızlı karar alma kabiliyeti var. Bu da doğal olarak ilgi uyandırıyor." Haluk Görgün, Belçika ile Türkiye arasında yaşanan sürecin anlık gelişen bir durum olmadığına dikkati çekti. Son ziyaretin arka planına ilişkin değerlendirmelerde bulunan Görgün, sözlerini şöyle sürdürdü: "Bu işler bir günde olmuyor. Önce aynı masalara oturuyorsunuz, birbirinizi dinliyorsunuz. Sonra şirketler birbirini tanıyor, kurumlar birbirine güvenmeye başlıyor. Ondan sonra da somut işbirliği alanları ortaya çıkıyor. Geçtiğimiz yıl NATO Zirvesi kapsamında Sayın Francken ile aynı paneldeydik. Sonrasında IDEF’te temaslarımız oldu. Brüksel’de ilk Türkiye-Belçika Savunma Sanayi Endüstri Günü’nü gerçekleştirdik. Orada şirketlerimiz Belçikalı muhataplarıyla bir araya geldi. Şimdi de bu sürecin Ankara’da, Savunma Sanayii Başkanlığımızda, daha geniş bir ekonomik misyonla devam ettiğini görüyoruz. Yani bugünkü fotoğraf kendiliğinden ortaya çıkmış bir fotoğraf değil. Arkasında adım adım yürütülen, takip edilen, olgunlaştırılan bir süreç var. Bugün artık bunun somut çıktılara dönüşmeye başladığını görüyoruz." Görüşmeler neticesinde imzalanan Niyet Mektubu'nun önemli bir adım olduğunu belirten Görgün, bu tür metinlerin doğru takip edilirse sadece diplomatik bir belge olarak kalmayacağını vurguladı. Görgün, şu değerlendirmelerde bulundu: "Bu, kurumları, şirketleri ve karar vericileri aynı hedefe yönlendiren bir çerçeveye dönüşür. Bizim burada yaklaşımımız şu: Türkiye ile Belçika arasındaki savunma sanayisi ilişkisi sadece alım-satım ilişkisi olmasın. Elbette ticaret olacak, ürün olacak, proje olacak. Ama bunun ötesine geçmek gerekiyor. Ortak geliştirme olabilir, ortak üretim olabilir, üçüncü pazarlarda birlikte hareket edilebilir. NATO’nun ihtiyaçlarına birlikte çözüm üretilebilir. Belçika’nın güçlü olduğu alanlar var, hassas bileşenler, gelişmiş malzemeler, uzay teknolojileri, özel savunma elektroniği gibi. Türkiye’nin de sahada kendini ispatlamış sistemleri, hızlı üretim kapasitesi ve geniş bir sanayi ağı var. Bunları doğru şekilde bir araya getirdiğiniz zaman iki taraf için de ciddi bir değer ortaya çıkar." Görgün, güvenlik mimarisi ve stratejik özerklik çerçevesinde dünyada yaşanan gelişmelere dikkati çekerek, şöyle konuştu: "Şunu çok net söylemek lazım: Dünyada birçok şeyi satın alabilirsiniz. Bir ürünü alabilirsiniz, bir makineyi alabilirsiniz, bazı teknolojileri dışarıdan temin edebilirsiniz. Ama güvenlik böyle bir şey değil. Güvenlik ithal edilebilen bir şey değildir. Her ülke kendi güvenlik mimarisini kurmak zorunda. Kriz anında kendi kararını verebilmek, kendi vatandaşını koruyabilmek, kendi sistemini ayakta tutabilmek zorunda. Bunu yakın geçmişte Kovid döneminde hep birlikte gördük. Bir halk sağlığı krizi yaşandı ama bazı ülkeler başka ülkelere giden tıbbi malzemelere bile el koydu. O gün aslında herkes şunu çok açık gördü: Kriz geldiğinde kimse kimsenin gözyaşına bakmıyor. Her ülke önce kendi çözümünü üretmek zorunda kalıyor. Bugün de benzer bir dönemden geçiyoruz. Şu an içinden geçtiğimiz dönemi 'jeopolitik pandemi' olarak tanımlayabiliriz. Krizler artık bir bölgede başlayıp orada kalmıyor, birbirini tetikliyor ve yayılıyor. Politik bir kriz, enerji krizine, enerji krizi tedarik krizine dönüşebiliyor ve tüm dünyayı etkisi altına alabiliyor. Böyle bir dünyada kimsenin insafına mahkum olamazsınız. Türkiye olarak biz bu gerçeği erken gördük. Bu pandemiye de hazırlıksız yakalanmadık. Tabi Sayın Cumhurbaşkanımızın bu konuda sergilediği tutumu iyi okumak lazım. Türkiye Sayın Cumhurbaşkanımızın attığı adımlarla, ürettiği savunma sanayi politikaları ile bugünlere erişti." Cumhurbaşkanı Erdoğan'ın vizyonu doğrultusunda yürütülen çalışmalarla Türkiye'nin kendi savunma sanayisi, kendi mühendislik gücü ve kendi üretim kabiliyetini inşa ettiğini vurgulayan Görgün, "Bugün geldiğimiz noktada dost ve müttefik ülkelerimize şunu söylüyoruz: Biz kapalı bir model önermiyoruz. Tam tersine; kazan-kazan esasına dayalı, herkesin kendi ekosistemini güçlendiren, ortak faydayı büyüten işbirliklerine açığız. Yani bu jeopolitik pandemiyi dost ve müttefik ülkelerin de en az hasarla atlatabilmesini istiyoruz. Bizim teklifimiz bu. Gelin, sadece bugünün ihtiyaçlarına değil, yarının güvenlik sınamalarına da birlikte hazırlanalım diyoruz. Belçika devleti de bu çağrımıza kulak veren ülkelerden biri oldu." dedi. Haluk Görgün, hedeflerinin Belçika'nın bu ilgisini kalıcı projelere dönüştürmek olduğunu söyledi. Bugün çok güçlü bir motivasyon olduğuna değinen Görgün, sözlerini şöyle tamamladı: "Şirketler birbirini tanıyor, kurumlar aynı masaya oturuyor, siyasi irade de bu süreci destekliyor. Şimdi önemli olan bu ivmeyi kaybetmemek. Platformlardan alt sistemlere, insansız sistemlerden denizcilik alanına, elektronik sistemlerden mühimmat ve teknoloji çözümlerine kadar geniş bir alan var. Ama biz meseleyi sadece 'Bugün ne satılır, yarın ne alınır' diye görmüyoruz. Daha uzun vadeli bakıyoruz. Türkiye savunma sanayisi artık yalnızca kendi ihtiyaçlarına cevap veren bir yapı değil. Müttefikleriyle birlikte çözüm üreten, ortak güvenliğe katkı sağlayan, sahada karşılığı olan bir güç. Belçika ile ilişkilerimizde de bu anlayışla ilerliyoruz. Samimi, dengeli, uzun vadeli ve sonuç üreten bir ortaklık istiyoruz. Bugünkü temasların da bu yönde güçlü bir başlangıç değil, aslında güçlü bir devam olduğunu düşünüyorum."
