The judge repeatedly had sex inside chambers during office hours all the while law clerks sat nearby - but their name and that of the police officer they had a relationship with is being kept secret.  The bombshell findings are laid out in newly released disciplinary records and describe a courthouse scandal so extraordinary that investigators examined security footage, visitor logs and even ordered forensic testing on a sofa cushion inside the judge's chambers. It was all part of an effort to determine what had happened behind closed doors. The unnamed judge, who serves within the Eleventh Circuit covering Alabama, Florida and Georgia, was ultimately accused of engaging in an extramarital relationship with a senior law enforcement official over a roughly two-year period. The judge continued to oversee criminal and civil cases tied to the officer's police department. Investigators said the conduct created an 'extremely uncomfortable and troubling' environment for staff and exposed the judge to possible blackmail because the affair had been concealed from the judge's spouse. A seven-member Judicial Conference committee upheld disciplinary findings issued earlier this year by the Eleventh Circuit Judicial Council, concluding that the sanctions imposed on the judge were 'appropriate and proportionate.' Those penalties stopped short of a public reprimand. Instead, the judge received a private rebuke, agreed to apologize to former clerks interviewed during the probe, surrendered any future opportunity to serve as chief judge and agreed to indefinitely avoid serving on Judicial Conference committees. Chief Judge William Pryor of the Eleventh Circuit was informed of the accusations in September 2025 and later appointed a special committee to investigate after the judge initially denied the claims as 'baseless' and 'outrageous.' The inquiry quickly widened as investigators interviewed six former clerks, reviewed security camera footage and examined courthouse sign-in records that showed the officer making repeated visits to chambers around lunchtime while in uniform. All six clerks interviewed told investigators they had seen the officer visiting the judge's office.  According to the report, two clerks described hearing 'kissing sounds,' 'moaning,' or both coming from inside chambers, while another recalled hearing loud music playing during one visit. The committee even recreated the acoustics of a similarly designed courthouse office to determine whether sounds from inside chambers could be overheard by clerks seated outside. At one point, investigators also arranged lab testing on a stain discovered on a sofa cushion inside chambers to determine whether it was semen. The results came back negative, according to the report. The investigation ultimately concluded that the judge had engaged in an undisclosed affair with a 'prominent officer of a large law enforcement agency' from approximately October 2023 until October 2025. The judge initially denied the allegations and reportedly described them as 'baseless' and 'outrageous' when first confronted by Chief Judge William Pryor, pictured  Investigators found the judge had sex inside chambers during business hours while staff members were working nearby and could hear 'kissing sounds' and 'moaning' 'On multiple occasions, during business hours, the subject judge and the police officer engaged in sexual intercourse in the subject judge's chambers within earshot of the subject judge's staff,' the disciplinary decision said. The panel concluded the conduct represented a 'gross lack of judgment' and damaged the workplace environment for clerks assigned to chambers. Investigators were also troubled by the potential ethical fallout because the officer's department regularly appeared in cases before the federal court. Although the judge was never assigned a case in which the officer personally testified or was directly involved, investigators stressed that outcome appeared to be pure luck. 'The subject judge could have been assigned to handle a case in which the officer or the police department had an interest,' the committee wrote, warning such a scenario could have created 'a conflict or the appearance of a conflict.' The report added that the absence of any direct overlap was due to 'happenstance' rather than any effort by the judge to avoid ethical problems. The committee also found the judge improperly attended a partisan political event linked to a district attorney's campaign - conduct federal judges are generally forbidden from engaging in under judicial ethics rules. According to investigators, the judge later acknowledged attending the event but claimed it was primarily to reconnect with former colleagues. Investigators warned the undisclosed affair created a serious potential conflict of interest because the officer’s police dept. was involved in numerous criminal and civil cases (file) As part of the punishment, the judge agreed to apologize to former clerks, give up any future opportunity to serve as chief judge and indefinitely avoid serving on Judicial Conference committees The disciplinary findings also accused the judge of misleading senior jurists during the early stages of the inquiry. Investigators said the judge falsely denied having sexual intercourse inside the courthouse and denied knowing who the allegations involved before later reversing course. Through legal counsel, the judge eventually admitted to the affair in October 2025 and acknowledged engaging in sexual activity inside chambers, though insisted there had been no awareness that clerks could overhear what was happening. The committee said the judge later cooperated with investigators and showed remorse, factors that helped persuade disciplinary authorities not to pursue harsher punishment. 'Although the special committee is deeply troubled by the conduct in which the judge engaged, the Subject Judge has demonstrated a strong propensity for rehabilitation and continued diligent service to the judiciary,' the report stated. The panel also cited the end of the relationship and the judge's pledge to avoid future partisan political events as reasons for declining to recommend stronger sanctions such as a public reprimand. The identity of both the judge and the police officer remain concealed in the released documents, and court officials have declined to comment publicly on the scandal.
