Residents say they repeatedly raised concerns about the dogs at the inner-city St James property, just seven kilometres from Perth's CBD, with the RSPCA, the local council and housing authorities, but allege no action was taken. WA Police confirmed officers were at the property on Saturday over an unrelated matter when a woman visiting the home was allegedly savagely attacked by the three dogs. She suffered serious injuries and was taken to hospital. Terrifying footage obtained by 6PR's Rumour File appears to capture a separate alleged attack, during which a defenceless man is seen being mauled by two large dogs before being dragged to the ground. As a bystander rushes in, one of the dogs is briefly driven away before the victim is attacked again while trying to get back to his feet. The man is then seen limping across the street before another attack appears to target his legs. As he attempts to escape, he is knocked heavily to the ground when one of the dogs appears to leap at him. Throughout the ordeal, a bystander can be heard shouting and desperately trying to drive the dogs away as the attack unfolds. However, an RSPCA WA spokeswoman said responsibility for dealing with aggressive dogs and dog attacks lies with local councils under the Dog Act. 'RSPCA WA has no powers under the Dog Act,' she told the Daily Mail. 'Our inspectors are authorised to enforce the Animal Welfare Act 2002, which deals with animal cruelty matters.' Under the Dog Act, it is an offence for a dog to attack or chase a person or another animal, regardless of whether an injury occurs. The Town of Victoria Park's website urges residents to report incidents to council rangers as soon as possible. Under the legislation, owners of attacking dogs can face fines and other penalties. The Act also allows the council to declare a dog 'dangerous' if it attacks, shows a tendency to attack, or repeatedly rushes, threatens or chases people or animals. A Town of Victoria Park spokesman said the council had received a single complaint about aggressive dogs at the property on July 23, prompting an investigation five days later. 'The Town disputes the claim that warnings were ignored,' he told the Daily Mail. 'The first complaint relating to the dogs was lodged online on Thursday 23 July, five days after the alleged incident occurred on 17 July.  'The complaint was reviewed on Monday morning, and an investigation was immediately initiated.' The spokesman said the dogs have not been seized. Rangers attended the property but the animals were not there at the time.  Many Aussies called for the dogs to be put down. 'Take the dogs to the vet, and they’ll put the dogs down. Problem solved for the rest of us,' one said. Another said: 'Dogs don’t act like for no reason. Maybe it was the training orlack thereof.'
