Planned Parenthood across Midwest at risk due to lack of federal funds after 3 facilities close in Michigan

Planned Parenthood of Michigan (PPMI) announced Thursday that it is permanently closing three health centers across the state, pointing to a sharp decline in federal funding and Medicaid reimbursement restrictions pushed by national Republicans.

The organization will close facilities in Lansing, Livonia and Warren. None of the three locations provided procedural abortions.

"Republicans in Congress have now demonstrated that they are willing to block Medicaid reimbursement for Planned Parenthood patients, and the Trump administration has proposed eliminating the Title X family planning program altogether," Planned Parenthood of Michigan President and CEO Paula Thornton Greear said in a statement.

According to the organization, the closures follow a $4.2 million drop in patient care reimbursements and federal family planning grants compared to the previous fiscal year. Additionally, the affiliate reported carrying an unsustainable $5.6 million in uncompensated and undercompensated care.

PPMI said the decision came after a comprehensive evaluation of its statewide network, following earlier cost-cutting measures that included eliminating administrative and non-clinical roles to prioritize direct patient care.

Planned Parenthood officials warned that reproductive health care providers across the Midwest face similar financial strains due to chronic underfunding, shifting state and federal Medicaid rules, and rising operational costs.

Susan B. Anthony Pro-Life America’s Director of State Affairs Sue Liebel told Fox News Digital, "Michiganders deserve far better than Planned Parenthood for their hard-earned tax dollars. Not only is Planned Parenthood America’s biggest killer of babies in the womb, it is also known for botching procedures, killing or severely injuring women and girls in Michigan and nationwide."

"All three of the closed facilities exclusively sold dangerous abortion drugs, which are a more profitable method for the abortion industry, but have been found to inflict serious adverse effects like hemorrhage, infection and sepsis in as many as 11% of women who take them," Liebel added. "For every Planned Parenthood facility in Michigan, there are at least 20 community health centers offering women’s healthcare that are ready to welcome and truly serve low-income and other patients."

Thornton Greear signaled potential restructuring earlier this year after federal policy changes restricted Planned Parenthood’s Medicaid eligibility and Title X allocations.

"We have to reshape how we deliver care so Planned Parenthood of Michigan can continue serving patients for generations to come," Thornton Greear said. "That means concentrating our resources at regional access points and procedural sites and continuing to expand virtual care across Michigan. These are painful decisions, but they are strategic decisions grounded in where we can preserve access for the greatest number of patients."

The closures stem from federal legislation signed into law last year that restricts federal funds — including Medicaid reimbursements — from going to organizations that perform abortions. Under the provision, Medicaid reimbursements are barred for providers that receive more than $800,000 in Medicaid funds and offer certain abortion services.

While federal law has long prohibited taxpayer dollars from directly funding abortion services in most cases under the Hyde Amendment, Planned Parenthood leaders argue the newer restrictions target their broader family planning and preventive health operations.

In February, Planned Parenthood voluntarily dismissed its lawsuit challenging the administration's Medicaid funding restriction. Despite the legal setback, organization leaders pledged to consolidate services into regional hubs and expand telehealth offerings statewide.
