Mr Carter floated the notion of staging a private music festival complete with headline acts and luxury camping as the kind of ambition suddenly within reach.
Meanwhile, recent research revealed that 19 per cent of respondents said they would spend generously on friends and family, treating those closest to them to unforgettable experiences.
Since the first draw took place in November 1994, the National Lottery has minted over 8,000 millionaires through games such as EuroMillions and Set For Life.
Earlier this week, however, the National Lottery adviser revealed the biggest drawback winners have when being one of the lucky few who take home a multi-million-pound prize.
When it comes to why some relationships buckle after a big win, Mr Carter offered up a straightforward explanation.
He told the Daily Mail: "Sudden wealth will exaggerate how you are. So if you are very happy in your marriage, you'll have a lovely time.
"And if you are having a difficult marriage, it gives you something else to be difficult about."
Entering the Powerball requires a £4 outlay per line, with participants either selecting five numbers plus a powerball number themselves or opting for a lucky dip.
The draw takes place three times weekly across the Atlantic — on Mondays, Wednesdays and Saturdays in the United States. Owing to the time difference, this translates to Tuesday, Thursday and Sunday mornings for those following from the UK.
Having only opened up to British players two weeks ago, the American lottery has become a new avenue for those chasing record-breaking prizes on this side of the Atlantic.
