Morocco, OPEC Fund Sign €500 Million Development Framework

Agadir – Morocco and the OPEC Fund for International Development have signed a new Country Partnership Framework aimed at supporting the country’s development priorities over the 2026-2028 period.

The OPEC Fund is a financial institution established to fund countries beyond its membership. It provides financial support in many areas such as infrastructure, agriculture, health, education, water and climate actions.

“With an indicative budget of around 500 million euros over the period 2026-2028, this framework aims to support sustainable growth, strengthen resilience and develop human capital,” Morocco’s Ministry of Economy and Finance announced

The agreement was concluded in Washington, D.C. during a meeting between Morocco’s Minister of Economy and Finance, Nadia Fettah, and the President of the OPEC Fund, Abdulhamid Al Khalifa, on the sidelines of the Spring Meetings of the World Bank Group and the International Monetary Fund (IMF).

Al Khalifa said during a ministerial dialogue held at the IMF Spring Meetings that “stronger cooperation between countries and financial institutions, better coordination and building on proven approaches will be key to mobilizing more effective financing.”

Fettah noted during the discussion the resilience of the Moroccan economy despite a challenging international environment marked by geopolitical and economic instability. 

She further pointed to the positive performance of Morocco’s agricultural sector, noting its contribution to overall economic stability. 

The Moroccan minister also presented a series of government measures designed to mitigate the impact of recent external shocks, particularly those linked to rising tensions in the Middle East.

Al Khalifa welcomed the agreement, reaffirming the OPEC Fund’s commitment to supporting Morocco’s development agenda and its readiness to finance priority projects, particularly in strategic sectors with high developmental impact.

“This initiative is part of a continued fruitful cooperation between the Kingdom of Morocco and the OPEC Fund, serving the economic and social development of the country,” the ministry concluded.
