İsrail'in Gazze'ye yönelik yasa dışı kuşatmasını kırmak ve bir insani koridor oluşturmak amacıyla filonun Marmaris'ten demir alındığı belirtildi. Yapılan deklarasyonda, bu yolculuğun yasal niteliğini ve "yolculuğu engellemeye teşebbüs edecekler için doğacak sonuçların" tanımlandığı vurgulanarak, "Bu hareket, diplomatik hazırlık aşamasından, devletleri ve bireyleri eylemlerinden dolayı gerçek zamanlı olarak sorumlu tutmak üzere tasarlanmış küresel bir yasal çerçeve ile desteklenen aktif bir insani geçiş aşamasına geçişi işaret etmektedir." ifadesi kullanıldı.
