فصل رمادي يلاحق مهندسي الفرز الإجباري: كفاءات بلا رواتب ولا حقوق

تواجه شريحة من المهندسين المدنيين معضلة قانونية وإدارية معقدة، حولت وضعهم الوظيفي إلى "قيد معلق" حرمهم من رواتبهم ومنعهم من ممارسة حقهم في عمل جديد. 

تعود جذور القضية إلى نظام "الفرز الإجباري" للخريجين في زمن الأسد، حيث تم فرز هؤلاء المهندسين للعمل في ملاك وزارة الدفاع تحت طائلة الملاحقة الأمنية في حال الرفض أو محاولة الانتقال. ومع تحرير سوريا، توقفت رواتبهم تماماً، لكنهم بقوا عالقين في السجلات الرسمية. 

توصيف "موظف سابق" بلا قرار فصل
تكمن العقدة الإدارية في أن الدوائر المعنية تمنح هؤلاء المهندسين وثيقة "بيان وضع" تحت مسمى (موظف سابق)، ولكن دون إصدار "قرار فصل" رسمي. 

هذا التوصيف المبهم وضعهم في مأزق مزدوج، إذ لا يمكنهم التقديم لوظائف حكومية أو مؤسساتية جديدة لعدم وجود انفكاك رسمي عن عملهم السابق، مع توقف الرواتب منذ لحظة التحرير دون أي تعويض أو نقل ملاك.

يطالب المتضررون الجهات المعنية بتسليط الضوء على هذه القضية لإنهاء حالة "الظلم الوظيفي"، إما بإصدار قرارات انفكاك واضحة تتيح لهم العمل، أو تسوية أوضاعهم المالية والإدارية بما يضمن كرامتهم المهنية.
