Southwark Council has entered into an agreement with several electric bike operators to dramatically cut the cost of rides for local residents and key workers.

The deal caps fares at £1.75 for a 20-minute journey across Lime, Voi and Forest bikes, marking a 75 per cent reduction on standard pay-as-you-go rates, which can reach as much as £7.00 for the same trip length.

Under the new framework, all three companies will operate across the borough under shared rules designed to keep e-bikes managed safely and in the public interest.

The agreement goes beyond pricing, tackling longstanding complaints about pavement obstruction, overnight alarm disturbances and rider behaviour.

Research shows that the borough has experienced a 356 per cent surge in e-bike usage over the past two years, with riders completing 8.2 million trips in 2025 alone.

That rapid expansion has helped Southwark move towards becoming a greener borough while offering residents an efficient and affordable way to travel across the capital.

The growth also aligns with the council's Streets for People strategy, which promotes active travel and aims to reduce dependence on private cars.

It is against this backdrop of booming demand that the council moved to establish a formal operating framework, one that seeks to preserve the environmental and transport benefits while addressing the practical problems on pavements and residential streets.

The three operators have agreed to fund enhanced enforcement measures and establish dedicated reporting channels, enabling residents to flag improperly parked e-bikes for swift removal.

A total of 350 designated parking bays will be made available across the borough, helping to keep footpaths clear for pedestrians.

Responding to complaints from local residents, the deal also includes provisions to prevent e-bike alarms from causing noise disturbances during the night.

Monthly rider training sessions form another pillar of the agreement, offering new users the chance to build confidence and learn how to cycle safely and responsibly on London's roads.

Taken together, the measures represent an attempt to balance the rapid growth of shared e-bikes with the everyday concerns of those living alongside them

Councillor James McAsh, the council's leader, said: "We're working to create a borough that is affordable, safe and green - and this landmark deal makes it cheaper for our residents to ride e-bikes, will tackle badly parked e-bikes, and makes it easier for people to get about without using cars.

"We'll monitor the agreement and make sure the deal works for people in Southwark. It's vital that people in our borough benefit from e-bikes and also have protections in place to make sure they are used properly."

Jack McKenna, senior policy manager at Lime, described the borough's investment in cycling infrastructure and parking bays as instrumental in shifting residents away from private cars towards "green, carbon-free transport".

He said: "As the largest and most popular e-bike operator in the borough, we are proud of the role we have played in delivering record numbers of trips and growth of over 350 per cent."

Forest's head of policy, Alex Berwin, added that the introduction of tailored fares for residents and key workers, combined with expanded parking infrastructure and cycling training, would help deliver "an affordable and accessible service that works for everyone".

Harry Foskin, senior public policy manager at Voi, argued the agreement sets a new standard for the capital: "By combining affordable fares with clear parking rules, more bays and stronger enforcement, this partnership shows that it's possible to expand sustainable transport while also respecting pavements and public space."
