الإثنين 27 أبريل 2026 - 15:51 بايتاس: إصلاحات ضريبية جريئة وتمويل مستدام يؤسسان لمرحلة جديدة من الدولة الاجتماعية A A A A Reset متابعة أكد الناطق الرسمي باسم الحكومةمصطفى بايتاس، خلال مداخلة له في الندوة المخصصة لتقديم الحصيلة الحكومية بالرباط، أن العمل الحكومي الحالي يقوم على رؤية تراكمية تهدف إلى بناء أسس الدولة الاجتماعية وتعزيز تماسكها، في سياق وطني ودولي اتسم بتوالي الأزمات، وعلى رأسها تداعيات جائحة كوفيد-19. وأوضح أن المرحلة التي جاءت فيها هذه الحكومة اتسمت بضرورة إعادة التفكير في المنظومة الاجتماعية برمتها، خاصة في ما يتعلق بضعف التغطية الصحية التي كانت تشمل فئات محدودة، مقابل وجود شرائح واسعة من المواطنين، رغم مساهمتها في الاقتصاد الوطني وأدائها الضريبي، لم تكن تستفيد من خدمات صحية واجتماعية عادلة. وأضاف أن هذا الواقع فرض على الحكومة اتخاذ قرارات إصلاحية كبرى، استندت إلى توجيهات واضحة، من أجل إرساء نموذج اجتماعي جديد قادر على الاستجابة لحاجيات المواطنين، دون الإخلال بالتوازنات الاقتصادية والمالية للدولة. وفي هذا السياق، أبرز المتحدث أن الإصلاحات الضريبية شكلت مدخلاً أساسياً لتمويل هذا الورش الاجتماعي، من خلال مراجعة الضريبة على الشركات وتوسيع قاعدة المساهمين في المجهود الضريبي، إلى جانب إصلاح الضريبة على الدخل بما يضمن عدالة أكبر بين الفئات الاجتماعية والمهنية. كما توقف عند التحول الذي عرفته منظومة الضريبة على القيمة المضافة، معتبراً أن هذا الإصلاح ساهم في عقلنة المنظومة الجبائية وتعزيز موارد الدولة، بما مكن من تعبئة إمكانيات مالية مهمة تم توجيهها لدعم ورش الحماية الاجتماعية. وأشار إلى أن أحد أبرز التحولات الكبرى تمثل في الانتقال من نظام “راميد” إلى منظومة التغطية الصحية الإجبارية “AMOتضامن”، باعتبارها خطوة مفصلية في مسار تعميم الحماية الاجتماعية، مبرزاً أن عدد المستفيدين عرف دينامية واسعة خلال السنوات الأخيرة، رغم الجدل الذي رافق بعض الأرقام المتداولة في هذا المجال. وشدد على أن هذا الورش اعتمد على السجل الاجتماعي الموحد كآلية لضبط الاستفادة وضمان العدالة في توزيع الدعم الاجتماعي، سواء تعلق الأمر بالتغطية الصحية أو الدعم المباشر أو برامج السكن، بما يكرس مبادئ الاستحقاق والشفافية. كما أبرز أن الحكومة أولت اهتماماً خاصاً بالفئات الهشة وبالشرائح المهنية المختلفة، من مهنيين وفلاحين وسائقي سيارات الأجرة وغيرهم، في إطار مقاربة شمولية تروم إدماج جميع الفئات في المنظومة الاجتماعية الجديدة. وفي الجانب المتعلق بالقطاع الصحي، أشار إلى تسجيل تطور مهم في الميزانية المخصصة له، إلى جانب إطلاق برامج لإصلاح وتأهيل المراكز الصحية وتوسيع العرض الصحي، فضلاً عن رفع عدد المقاعد في تكوين الأطباء والمهنيين الصحيين، بما يعزز البنية البشرية للمنظومة الصحية الوطنية. كما توقف عند أهمية الحوار الاجتماعي، معتبراً أنه آلية أساسية لتفعيل الإصلاحات الاجتماعية، ومؤشراً على انخراط مختلف الفاعلين في تنزيل هذا الورش الاستراتيجي. وختم المسؤول الحكومي مداخلته بالتأكيد على أن الحكومة لا تدعي الكمال، لكنها تشتغل ضمن رؤية إصلاحية تدريجية قائمة على الجرأة السياسية والتراكم، بهدف بناء دولة اجتماعية أكثر عدلاً وتوازناً، قادرة على الاستجابة لتطلعات المواطنين
