geliştirme yolculuğunda "ben de varım" diyerek bu yarışmaya katılan tüm genç arkadaşları yürekten tebrik ettiğini belirtti. Türkiye'nin bugün kritik teknolojileri kendi imkanlarıyla geliştirebilme, üretebilme, rekabetçi şekilde dünyaya sunabilme adına muazzam kazanımlar elde ettiğini aktaran Kacır, Türkiye'nin dünyanın gıptayla takip ettiği başarı hikayelerine imza atabilmiş bir ülke olduğuna işaret etti. Kacır, Türkiye'nin teknoloji alanında elde ettiği kazanımların kendine has bir ekosistemin inşasını ve kendine has bir teknoloji geliştirme yolculuğunu da ifade ettiğine dikkati çekerek, "Kendine has bir ekosistem dediğimizde aslında çok bileşenli bir yapıdan bahsediyoruz." dedi. Türkiye'nin son 23 yılda araştırma, geliştirme ve inovasyona daha önceki dönemlerle mukayese edildiğinde çok daha fazla kaynak ayırdığını dile getiren Kacır, "23 yıl öncesinde Türkiye’nin yıllık Ar-Ge harcamaları 1 milyar dolardı. Şimdi Türkiye’nin yıllık Ar-Ge harcamaları 20 milyar dolar." dedi. Kacır, 23 yıl öncesinde Türkiye'de 29 bin Ar-Ge insan kaynağı olduğunu anımsatarak, "Şimdi Türkiye’de 311 bin Ar-Ge insan kaynağı var. 23 yıl önce Türkiye milli gelirinin yüzde 0,5’ini Ar-Ge’ye ayırmaktaydı, şimdi milli gelirimizin yaklaşık yüzde 1,5’ini araştırma ve geliştirme faaliyetlerine ayırıyoruz. Kacır, son yıllarda Türkiye'de teknoloji girişimlerine yapılan girişim sermayesi yatırımlarını hızla büyütmeye gayret ettiklerini kaydederek, "Bakınız son 5 yılda Türkiye’de teknoloji girişimlerine 5,5 milyar dolar yatırım yapıldı. Bir önceki 5 yılda bu tutar 550 milyon dolardı. Ondan önceki 5 yılda bu tutar 280 milyon dolardı. Yani katlanarak büyüyen bir yatırım ölçeğinden bahsediyoruz." açıklamasını yaptı.
