المركزي يتخذ إجراءات جديدة لضبط سعر الدولار في السوق الموازية

طالب مصرف ليبيا المركزي في مراسلة إلى وزير الاقتصاد بضرورة التطبيق الفوري لقرار سابق يقضي بتمويل كافة عمليات الاستيراد حصراً عبر القنوات المصرفية الرسمية، وهو القرار الذي دخل حيز التنفيذ في الأول من أبريل الماضي.

 

وأكد المصرف أن استمرار تمويل الاستيراد من السوق الموازي “يستنزف موارد الدولة” ويستخدم في “أنشطة غير مشروعة”، محذراً من أن هذا الوضع يفاقم مخاطر غسل الأموال وتمويل الإرهاب.

 

كما وجّه المصرف المركزي مراسلة أخرى إلى وزير المالية، طالبه فيها بإلزام كافة الجهات الموردة بضرورة تقديم مستندات رسمية تثبت أن تمويل بضائعهم تم عبر المصارف، كشرط أساسي للسماح بدخولها إلى البلاد.

 

وبالتوازي مع إجراءات التضييق على استخدام السوق الموازي في الاستيراد، أصدر المصرف المركزي تعليمات جديدة تهدف إلى تنظيم عمل شركات ومكاتب الصرافة ودمجها في المنظومة الرسمية، وبموجب هذه التعليمات، سيتم السماح للمصارف بفتح حسابات بالنقد الأجنبي لشركات الصرافة المرخصة، وتغذيتها من قبل المصرف المركزي.

 

كما سمحت التعليمات بمنح هذه الشركات أجهزة نقاط البيع (POS) لشراء النقد الأجنبي من المواطنين عبر البطاقات المصرفية، على أن تودع القيمة مباشرة في حساباتها بالنقد الأجنبي، مما يتيح لها استخدام هذه الأرصدة في تغطية حوالات “ويسترن يونيون” و”موني جرام“.

 

وتأتي هذه الإجراءات في ظل ارتفاع ملحوظ يشهده سعر صرف العملات الأجنبية في السوق الموازية، حيث وصل سعر الدولار إلى قرابة 8 دنانير أمس الأحد.
